引 言
通过认真汲取和总结近年来所发生的各种因装 置、设施渗漏、泄漏所造成的人身伤亡、
财产损失、净土碧水蓝天污染的重大事故,及用人们生命鲜血和财产损失换来的沉重教训和
经验,纵纳国际和国内现状,经反复研究、论证、分析、总结,目前所发生的因装置、 设施
渗漏、泄漏所造成的各种事故 ,最重要的缘故和罪魁祸首就是腐蚀,而阴极保护这套综合性
的重大的工程科学技术是控制腐蚀破坏最行之有效的措施和方法,因此,急需首先实施开展
对现有的阴极保护的从业人员和 企事业单位进行相应水平的评价,以促进其专业水平、技术
能力的提高,尽快适应确保人身健康和生命财产安全、国家安全和生态环境安全的社会 经济
运行的保险杠的底线要求,防止、杜绝类似装置、设施渗漏、泄漏的再发生!
腐蚀是以普遍性、隐蔽性依附于装置、设施而存在,並以渐进性、绝对性、突发性对其
进行腐蚀破坏,而阴极保护是以针对性、隐蔽性 、系统性、整体性、协调性、相对控制性地
阻止相应腐蚀对装置、设施进行腐蚀破坏,当阻止不住时,控制仪表即能及时显示并发出预
警,确保装置、设施勉被或杜绝腐蚀的破坏,使其渗漏、泄漏造成安全、污染等重大事故的
发生,能够发挥其保险杠、顶梁柱、脊梁骨和保护神的重大作用,是当代国际公认的最先进
实用的一項综合性的重大工程科学技术, 上世纪 六十年代初发达国家就已经都开始相继先后
将本技术列为本国的国家安全法、环保法中而强制加以贯彻实施!阴极保护设施绝不是一项
简单的、一般的设备、设施的装置,我们必须以只争朝夕地加大、加快专业技术力量 、物力、
财力的投入进行全面系统性的研究、论证、老老实实、认认真真、一丝不苟全面系统性的实
施和监督、管理,真正切实使阴极保护这套综合性的重大的工程科学技术得到全面性、完整
性、系统性的贯彻落实,实 现习近平总书记“杜绝事故再发生”的重要指示,杜绝人们再用
残酷的生命“抛头颅洒热血”交学费!
综上所述,协会组织有关从事本专业有造 诣的科技人员、专家经深入研究、反复讨论并
汲取国际先进做法,结合行业的情况,为开展好这项工作,特制定本《阴极保护从业人员及
企业水平评价》的 社团标准。

1 范围
本标准规定了从事阴极保护的 人员及企业的分类、水平评 价方法与内容以及评价结论 。
本标准适用于 附录A列举的应用领域中阴极保护从业 人员及企业。
